[openfabrics-ewg] Backup maintainers for Open MPI and SDP

Mellanox supports Cisco (Jeff) as the primary maintainer for Open MPI and
Voltaire (Gleb) as the backup maintainer for Open MPI

 

As the primary maintainer of SDP, Mellanox recommends that Cisco (Kamen) be
the backup maintainer for SDP because of two reasons:

*	Cisco was the primary maintainer of SDP prior to Mellanox 
*	The recent experiences Cisco has garnered deploying SDP on Wall
Street will be valuable in getting the Open Fabrics SDP to production
quality 

 

We hope this is acceptable to all.
