What performance are you seeing?

Strange!

Can you try giving the hostname instead of the IP address for the server?

./netperf -H 10.1.1.13,4 --> ./netperf -H server-ipoib-hostname,4

The error message indicates that bind probably failed.
Do you see the following error in your logs?

"rds: bind failed; ....."
