[ewg] build errors with 12.rc5

Got this issue fix by re installing "redhat-rpm-confi.noarch"

Hi,
What is your distribution and architecture?

The issue caused by '--sysconfdir=/usr/etc'
Typically it should be '--sysconfdir=/etc'

Please send me also the output of the following:

rpm --eval '%{_mandir}'
rpm --eval '%{_sysconfdir}'
