I agree.  Looking at the propsed API, I don't see how timeouts are used currently.  So, I think we want an API that does *not* do automatic retransmission, but does use a timeout when matching a response with request.  This is probably easy enough to fix by adding a timeout to the MAD (GSI message?) structure.
