[openib-general] usermode tree changes

I moved all osm and umad related directories to usermode/management.

 

I also fixed some minor bugs in the umad libraries:

 

            - Minor make files error fix (missing .depend warning)

            - force terminating null at sys_read_string

            - fix sys_read_uint return types

            - add warning message on missing ABI sys files (i.e. ib_umad
not loaded).
