[openib-general] Can we open a new directory for mstflint under userspace

Hi,

Is it OK that we move mstflint from trunk/contrib/mellanox to gen2 userspace
directory?

This is important for us since it supports wider range of cards produced by
Mellanox, is based on flint code that we use in production environment,
and has features for low-level flash manipulation (e.g. setting PSID).
