This wasn't an opensm issue.  I have apparently gotten used to Linux
where it will automagically set the netmask to 0xffffff00 if you are
using a class c network.  Solaris defaults to 0xff000000, so it was not
responding to the broadcast pings.  If I set the netmask properly, it
works.  Yeah!
