[openib-general] InfiniBand Test Project (IBTP) - Update

Hi , Hal .
The Linux & WinIB are the same , except for several cosmetic changes .
Regarding Makefile.in , it's an outcome of autogen , I'll remove it .

How is the Linux one different from osmtest in the trunk ?
