[openib-general] what should be the result of create a CQ with size 0?

Hi.

We have a test case in which we try to create a CQ with 0 entries.
Over the gen2 driver the creation of this CQ fails.

what is the expected behavior of the driver?
a) the CQ creation should fail
b) the CQ should be created (with 1 or 2 entries)
