[openib-general] Include patch for IPoIB queue size tuning into the release 1.0 branch

As we've discussed, OpenIB is not releasing kernel components -- that
is Linus's job.  So it doesn't really make sense to talk about this
patch in relation to release 1.0, since the IPoIB kernel driver is not
part of that release.
