Looks OK to me. Your main change seems to be to shift the static-rate 
manipulations to query-dev-lims (adjusting the stat_rate_supported
bitmap).
That is fine with me (and maybe a bit cleaner, too).

Here's the static rate patch I have right now.  Does anyone see issues
with this?  I think it can be justified for 2.6.17, since it fixes
static rate handling for 4X DDR.

Jack, I've reworked the mthca part quite significantly according to my
particular taste, so please let me know if you think I've broken
something...
