No, the code does use it to build and install the rdma_cm (CMA)
and the ib_addr modules, see linux-2.6.18-rc4/drivers/infiniband/core/Makefile

infiniband-$(CONFIG_INFINIBAND_ADDR_TRANS)      := ib_addr.o rdma_cm.o

However, i find the config name quite confusing...
