Whether the cache is there or not, the SA is going to see at least this many 
queries in order to establish all-to-all connections.  This doesn't seem any 
worse to me than what a DNS server might see under the same conditions.

Hal and I will be meeting with them in Sonoma to make sure that we have their 
requirements down.  But they have asked that each node have all path records as 
input into their routing algorithms.
