I agree.  Nothing in the current patches is non-standard, and SA events are only
optimizations for updating the cache.  (I did add the ability to disable
InformInfo/Notice registration.)  If a new trap type is added to the spec, the
cache can be modified to take advantage of it, but I think such a feature can be
added after an initial submission.
