If by data you mean the additional components and the relevant component
mask bits, that's exactly what I meant by a "QoS request".

My question is how does OpenSM SA PR/MPR code handle these SA client
requests when high level QoS option is not enabled ? Maybe this is in a
patch yet to come.

BTW, I'm not sure we can discuss the specifics of the QoS Annex here.
