There was confused use between INFINIPATH_S_PIOBUFAVAILUPD (value)
and IPATH_S_PIOBUFAVAILUPD (bit position).   Also, some callers of
ipath_cancel_sends() need kr_sendctrl restored, and some want to
do it later.
