[ofa-general] The low level driver of mlx4 kmalloc 0 bytes in QP creation

Hi Roland.

If one creates a QP with 0 WR in the RQ in the kernel level, the low 
level driver of the mlx4
will kmalloc 0 bytes (for the WR IDs of the RQ).
(for example, the IPoIB CM creates such a QP)

Is this is an error?
