Hmm, I'm a little worried about this.  Could setting netif_carrier_on()
before all multicast groups are joined cause problems for IPv6 address
autoconfiguration and duplicate address detection?  In other words a
node might end up choosing a duplicate address because it sends ND
messages that don't reach the correct destination.
