[ofa-general] ofed--1.3 rdma_connect problems

Looks like the following commit exposed a bug in the chelsio driver. 
iw_cxgb3 was _not_ setting the max_qp_init_rd_atom attribute.

I've opened bug 777 to fix this.  Tziporet/Vlad, can we get this in 
beta?  I will provide a patch shortly.
