[ofa-general] Starting openibd before the network service

>From bonding and ipoib point of view, it's better to have openibd
started before the network service is started .

In the openibd script we find that in SUSE network service is started
before openibd  ->

# Provides:       openibd
# Required-Start: $local_fs $network

 
Can someone explain why ?

Can we change it before OFED-1.3.1 ?
