I don't know; I'm not familiar with Novell packaging requirements and
how that is done.

I do know that this is in keeping with the actual OpenFabrics license
which has been used for a long time now (specifically in management
which is the same as elsewhere in OpenFabrics) and this change appears
in other areas of OpenFabrics (libibverbs and librdmacm).
