Yes I think it should be part of the diags tree, however at this point I did
not want to break any of the existing tools until I get some feedback.  I have
done quite a bit of testing and I am pretty sure that all functionality of
ibnetdiscover is preserved.  Next step is to integrate and find a home for
it...  ;-)
