Hi.

1. Yes - The diag apps should be run as root. The "real" restriction is 
done by the umad interface permissions. I can move these apps to sbin dir.
2. Yes - Autotools configure "--bindir" flag can be set to install the 
binaries to /usr/sbin for example.
