[ofa-general] [OpenSM][5/18] - Routing Chaining

move is_dor out of osm_ucast_mgr_t into dor routing engine.  Makes a
common function called osm_ucast_minhop_and_dor_build_fwd_tables()
which takes some flags so appropriate routing engines can specify
behavior they'd like.
