The  LinkDownDefaultState is POLLING on both sides of the link before 
"reset", and after "reset" is performed, the PhysLinkState on local port 
is POLLING, and the port state is DOWN.

Then what is in POLLING ? Are you referring to PortPhysicalState and
not LinkDownDefaultState (LDDS). I use LDDS because I tire of typing
the whole thing. It is a component (field) in PortInfo.
