Repost of the set of patches for minhop enhancement within the fat-tree algorithm.
These patches are to be tested and discussed. They are not yet ready to be applied !

  Enhanced Fat-Tree algorithm:         Added balanced minhop within
    Fat-Tree         Added qsort for choosing secondary routes order
    instead of simple index
  Enhanced qsort compareason function so it looks at the next switch
    level.
  Replaced qsort by enhanced bubble sort
  Many fixes on balanced minhop enhancements 	Fixed stupid order on
    2nd lvl sort 	Fixed bad init value for downgoing calls 
    Fixed bug in port counters 	Fixed comments of bubble sort functions
