[Ofa_boardplus] OFIWG report for today's Board meeting

  *   Libfabrics and Fabtests v1.6 have been released.
  *   OFIWG has reviewed the current proposals 'SNIA/OFA Work Register'
     *   A document which describes a collaboration between the two organizations.
     *   There was no significant feedback from OFIWG on the document.  Cray and Intel each expressed interest in the topic.
