[openfabrics-ewg] IBED RC3 status update

Hi All,

RC3 is about to be ready, and is under internal tests. 

In any case we will publish something tomorrow so testing in US can
start this week and not delayed for next week.

We currently see issues with compilation of ipath driver and RDS.

Vlad will send specific compilation issues to each owner.
