[openfabrics-ewg] diagnostic tools in the IBED release

I just opened bug 43 requesting a man page for each binary in
/usr/local/ibed/bin from the ibutils and openib-diags packages.

 

I tried to assign the bug to you, Tziporet, but couldn't since you have
not registered for a bugzilla account, so I assigned it to Vlad.

	In the coordination meeting I got the AI to explain on the
diagnostic tools in the release.

	The diagnostic tools we suggest for the release are:

	*       ibdiagnet - diagnose an entire network

	*       ibdiagpath - diagnose a path

	Description of these tools can be found in the presentation
