[openfabrics-ewg] OFED 1.1-rc3 is ready

Hi Scott, 
This was my mistake (I tgz both binary RPMs and not just the source
RMPs).
I fixed this (removed the binary RPMs).
All the rest was not touched.

RC3 includes a bunch of binary RPMS, please remove for RC4.  Look at the
size of the RC3 tarball vs previous ones:

$ ls -s | more
