No,
This means: if _libdir is not defined then use the default value
%{_prefix}/lib64}.
May be you have '_libdir' variable defined in your shell?
Also, please check: rpm --showrc | grep " _lib"
I got:
-14: _lib lib64
-14: _libdir %{_exec_prefix}/%{_lib}
-14: _libexecdir %{_libdir}
