Here's how I understand it:

1.2 should not see any development - it's a major bugfix only branch.
1.2.c is 1.2 code updated to kernel 2.6.22 plus bugfixes.
1.3 is 1.2.c updated to latest kernel (currently 2.6.23) plus new features.
