Michael, this appears to be hvcall (OS firmware layer) interface
on ppc64, for which I have backported and sent to you:

However the proper dir is include/asm, not include/linux.
Bryan, I haven't compared your version vs mine. If needed please
merge your addional code into the one I've posted ie include/asm/hvcall.h
