[openfabrics-ewg] OFA makefile targets

Vlad,

I'm not sure how to build using the OFA Makefile, now that open-iscsi
was added. If I run 'make install' or 'make install_kernel', it tries to
install open-iscsi modules before compiling them. Can you put a short
README (or a wiki page - even better) about how to build OFA?
