[ewg] management library update for OFED 1.2.1

Vlad,

Please pull latest ofed_1_2 branch of ~halr/management.git on the OFA
server. It contains the management header file changes (libibcommon,
libibumad, libibmad) made by Michael so they will compile when using
ANSI with gcc.
