As was stated by Moni in the meetings, we want the QoS implementation to 
first pass review on the general list (aka "ofa") and be accepted to 
upstream merge before it goes to OFED.

Sp far I have not seen a single email on the list, how you think to meet 
the Sep 4 FF date?
