Very strange.
I can't think of why this is happening for you.
Can you please run rpm -qlp on the ib-bonding rpm binary file?
if you still don't see sbin/call_ifenslave try to rebuild the SRPM of ib-bonding and run 
rpm -qlp on the resulted binrpm.
