[ewg] OFED 1.3 package download file name

I noticed that the OFED-1.3 download shows the package as a .tgz
file, but when I download it, the file name it comes down as is
OFED-1.3.tar instead of OFED-1.3.tgz. 
Not sure why this is, but it is confusing.
