[ewg] version number of rpms on OFED-1.3.1

Hi,

Some of the RPMs that will be included in OFED 1.3.1 will be different
in content from the ones in OFED 1.3. (e.g. open-iscsi)
Therefore, I think that those RPMs must have a different version number.

Is there already a convention for that?
Else, we need to define one.
