[ewg] Wish to remove local sa patches from OFED 1.5

I'll let Sean explain it, but it is a user space daemon that 
uses an IB multicast scheme to derive path record information.
The rdma_cm can use this rather than having to go to the
SM to get path records, which we know does not scale. 

Sean can provide more details.
