We updated the firmware and are working correctly now.  As we received the
cards from a different project, we learned the cards had been configured to
have only one port instead of two.  I thank everybody for the help.  The
question from the working group about the firmware level was really helpful
and got us on the right track and we learned a lot on that path--and took
notes.
