[ewg] 1.6 pull request: IB/qib: Prevent driver hang with unprogrammed boards

No rush.   We had the patch, tested it, applied it internally, and shared it.    Roland's comment came in after my emails to Vlad.

Roland did apply it, but we can hold off on 1.6 application until it is settled.

Guys, why rushing here? any reason not to wait a minute to see if/what
form of the patch is accepted upstream?
