[ewg] New qperf tar file

[Luick, Dean]

The official qperf repo is now:

	git://git.openfabrics.org/~deanl/qperf.git

None of the 3 versions of qperf that were found here:

	http://www.openfabrics.org/downloads/qperf

contained executables.  Only the  0.4.7-0.2  version remains at that spot.  Where did you get your qperf tarball from?
