[ewg] bad owner/groups for /var/www/html/downloads/cxgb*

Hey Ken,

I need to own /var/www/html/downloads/cxgb* to publish builds.  I used to have this
permission, but now I see this is all owned by apache.apache.   

Please make these dirs and all the files within owned by swise.swise
