[ewg] [ANNOUNCE] Updated PSM library is available (OFED BZ 2430)

An updated PSM library is available at:

http://www.openfabrics.org/downloads/infinipath-psm/infinipath-psm-3.2-2_ga8c3e3e_open.tar.gz

The update fixes a build issue on with the 4.6.4  (http://bugs.openfabrics.org/bugzilla/show_bug.cgi?id=2430) and brings PSM up to date with the 3.12 driver.
