[ewg] [ANNOUNCE] Updated PSM library is available

An updated PSM library is available at:

The update fixes a build issue with RHEL7 (http://bugs.openfabrics.org/bugzilla/show_bug.cgi?id=2475) and adds the knx PSM code.
