[ewg] libfabric 1.0.0rc2

Libfabric rc2 is now available from:

https://www.openfabrics.org/downloads/ofi

Vlad, rc2 should be ready for inclusion into the OFED 3.18 daily build process.  The libfabric 1.0 release is likely to hit around the same time as OFED 3.18-rc1 or 2, but we want to validate the build integration beforehand.  The attached patch should assist in the integration.  If you need more details, please let me know.
