[ewg] libiwpm change breaks OFED build

Hi Tatyana,
I see that the latest.txt under libiwpm was updated with iwpmd-1.0.6.tar.gz
https://www.openfabrics.org/downloads/libiwpm/latest.txt

Did you change the package name by purpose?
It cannot be done this way before the release as it requires update of 
build and installation environment...

So, need to change the latest.txt back to libiwpm-1.0.5.tar.gz or change 
iwpmd-1.0.6.tar.gz to libiwpm-1.0.6.tar.gz.
The first one is preferable as libiwpm-1.0.5.tar.gz was included in OFED 
already since OFED-3.18-2-rc2.

Currently, I cannot build the GA release...
