[ewg] OFED release with RoCE v2 support

Since the RoCEv2 support has now been accepted upstream (in 4.6 I believe), it will be in the next major OFED release which 
we will start working on following the completion of OFED-3.18-2.  Work on that next OFED should start in a few weeks as OFED-3.18-2
is already at RC1.
