[fsdpwg] Possible change of meeting time

We were throwing around changing the meeting to Thursdays at 11EST.
Most of the regular attendees are either EST or CST, so it's not too
early for us, but would be 8am for anyone PST that wanted to
occasionally join.  Thoughts?
